Springfield Public Library wins Mora Award

Congratulations to the Springfield Public Library on being one of two libraries to win the 2011 Raul & Estela Mora Award for exemplary Día de los Niños/Día de los Libros programming.

FOR IMMEDIATE RELEASE:

Santa Ana and Springfield libraries win 2011 Mora Award

SEATTLE, Oct. 17, 2011 - REFORMA, the National Association to Promote Library & Information Services to Latinos and the Spanish Speaking, is pleased to announce that two library systems have been selected to be the recipients of the 2011 Estela and Raúl Mora Award for exemplary efforts in promoting El día de los niños/El día de los libros. The winning libraries are the Santa Ana Public Library in California, and the Springfield Public Library in Oregon. This brings the total number of Mora Award winners to 17, as “Día” celebrates its 15th anniversary this year.

The Estela and Raúl Mora Award was established by author and poet Pat Mora and her siblings in honor of their parents and to promote El día de los niños/El día de los libros (Children’s Day/Book Day), also known as Día. Culminating celebrations of this year-long initiative that links all children to books, languages, and cultures are traditionally held on or near April 30. The Mora award is presented annually, in partnership with REFORMA, to the most exemplary celebration(s). The Santa Ana and Springfield library systems will each receive $1,000 and a plaque commemorating their efforts.

The Santa Ana Public Library serves a population that is majority Hispanic and Asian. They hosted 1,000 children and parents at their third Día celebration which included presentations by four authors, book giveaways from the Friends of the Santa Ana Public Library and Consulado Mexicano, a book fair, and an information fair about services provided by community agencies. The Teen Library Club created an Alice in Wonderland Games Extravaganza. Multicultural entertainment featured a youth mariachi group, folkloric dancing, marionettes and a circus performance.

“The committee appreciated that the library and the City of Santa Ana both support Día as an event that is key to the city’s goal of positive development of its youth,” said Mora Award committee chair Beatriz Pascual Wallace. “Santa Ana Public Library delivered a great fiesta that informed, educated and entertained, with the broad support of their community.” According to library and city staff, “The Día event was effective in promoting the value of reading and education in the lives of children and we look forward to collaborating in presenting it on an annual basis.”

Springfield Public Library planned its Día celebration with the help of volunteers. Public school classrooms were invited to create milagros (artistic expressions of wishes and desires) which were displayed at the library. Bilingual author Amy Costales presented songs and stories. Craft activities included bookmarks, piñatas, creating favorite book characters out of clay and bookmaking with the help of a bilingual list of story-starting ideas. Notably, the event was inclusive of parents with lower literacy skills, who were invited to orally share stories during craft activities. Two hundred people attended and 70 Spanish and bilingual books were awarded in a raffle.

“Springfield’s celebration demonstrated to the committee that smaller Día events can have a big impact,” said Wallace. “We noted the heartfelt commitment for their Día to promote a community of inclusion and connect families to books and reading in a fun, positive, and empowering environment.” According to Springfield library’s Latino liaison, Emily Ziglinski: “Community connections are important to literacy; if children are comfortable in an environment, then they are able to relax and learn.”

REFORMA will present the awards during the Midwinter meeting of the American Library Association (ALA) next January in Dallas.

This family literacy initiative is now housed at the Association for Library Service to Children (ALSC), a division of the American Library Association (ALA). exploring the parallel histories our communities share, how
documentation is used to police both gender and national status, and

Pew Report: Latinos and Digital Technology

Overview
Latinos are less likely than whites to access the internet, have a home broadband connection or own a cell phone, according to survey findings from the Pew Hispanic Center, a project of the Pew Research Center. Latinos lag behind blacks in home broadband access but have similar rates of internet and cell phone use.

While about two-thirds of Latino (65%) and black (66%) adults went online in 2010, more than three-fourths (77%) of white adults did so. In terms of broadband use at home, there is a large gap between Latinos (45%) and whites (65%), and the rate among blacks (52%) is somewhat higher than that of Latinos. Fully 85% of whites owned a cell phone in 2010, compared with 76% of Latinos and 79% of blacks.
Hispanics, on average, have lower levels of education and earn less than whites. Controlling for these factors, the differences in internet use, home broadband access and cell phone use between Hispanics and whites disappear. In other words, Hispanics and whites who have similar socioeconomic characteristics have similar usage patterns for these technologies.

Hispanics, on average, are also younger than whites. However, even within each age group, Hispanics show lower levels of technology use than do whites.

MLIS Scholarships for American Indians and Alaska Natives - Apply Now for Circle of Learning for Fall 2011

Please help us share the news about a scholarship opportunity available to American Indians and Alaska Natives who want to earn a fully online ALA-accredited Master of Library and Information Science (MLIS) degree.

The Circle of Learning program http://slisweb.sjsu.edu/circleoflearning/ is offered through a partnership between the San Jose School of Library and Information Science (SLIS) and the American Indian Library Association (AILA), and is made possible by a generous grant from the Institute of Museum and Library Services. Current SLIS students as well as prospective students who plan to apply for admission to the School’s MLIS program for the Fall 2011 semester are eligible for Circle of Learning scholarships.

Please note that Circle of Learning students need to be admitted to the School’s MLIS program before being considered for scholarship funding. Applications are being accepted now through March 31, 2011 for admission to San Jose State University’s School of Library and Information Science for Fall 2011. Fall classes begin August 24, 2011. The NW REFORMA board is pleased to invite you to the first ever NW REFORMA Retreat. The purpose of the retreat is two-fold: 1) to get to meet NEW members and to get re-acquainted us OLD-timers; and, 2) to share information (after all, that is what we do best). This is your official save the date and invitation to share; if you have had a successful program, or a proven outreach method, or anything else that you would like to share—we would LOVE to hear about it! To that end, we have built two information sessions into the retreat, one in the morning and one in the afternoon. And depending on the number of responses we receive, we can split those sessions into shorter time periods. For those interesting in sharing, sessions can be as formal or informal as you would like them to be; Powerpoint, poster session, show-and-tell, online, handouts…whatever! I am pleased to announce the second webinar included in partnership with Webjunction. The webinars are part of my Presidential initiatives. Join us for Maximizing Local Connections and Resources with �Mini� Conferences, the second in a series of webinars presented in collaboration with REFORMA. In these times of tight budgets and restricted travel, attending national conferences has become impossible for many library staff. Many local and regional agencies are joining forces to coordinate �mini� conferences that provide the means of connecting and collaborating locally, often providing a more focused and meaningful experience for attendees. Since 2005, the Northeast Chapter of REFORMA has joined forces with ALA ethnic caucuses to present a terrific conference where library workers network, exchange ideas and listen to quality speakers. What started as an idea has grown into an annual event embraced by REFORMA, AILA, APALA, BCALA and CALA. Come hear best practices in planning, coordinating and hosting a �mini� conference from your colleagues who have had success in their regions.

Happy New Year,
It's hard to believe, but on March 1 -- less than 2 months from now-- the deadline for submitting LOTY nominations will arrive.

As of today, I have not received any nominations. I can not think of a more fitting way to start this new decade and our 29th year as an organization--than to nominate an individual who has "promoted and advocated [library] services to the Spanish-speaking and Latino communities?" That special person whose work filled "unmet needs in the community." This work may well be on a local or state level. This individual should also be making contributions to REFORMA either on a chapter or national level.

Deadline February 1, 2010

Tucson, AZ—Knowledge River (KR) is now accepting applications for KR Cohort 9, to begin the program summer 2010. Individuals who can clearly demonstrate their knowledge of, experience with, and sensitivity to at least one Native American or Hispanic group AND who want to be library and information professionals are encouraged to apply.

The Knowledge River Scholars Program has 6 main components:

1. Financial Aid Package: Knowledge River Scholars receive financial aid in the form of graduate assistantships to cover tuition, as well as financial support to cover program fees.

2. Library Work Experience: Each Knowledge River Scholar will have a unique opportunity to work part-time in a library setting to gain real-world professional experience and a salary while obtaining a Master’s degree.

3. Cohort Support: Knowledge River Scholars have the benefit of entering the program with a ready group of peers, all working towards the same goal: to attain their graduate degree in Information Resources and Library Science. And with more than 100 graduates of the program now working in the field, KR Scholars benefit from the strong network of previous cohorts.

4. Mentorship: Knowledge River Scholars will receive mentorship from librarians and information professionals working in the field.

5. Conference Travel Support: Each Knowledge River Scholar will be provided with funds to provide assistance with expenses related to conference attendance or other professional development events.

6. Curriculum enhanced with Hispanic and Native American Cultural
Perspectives: The School of Information Resources and Library Science
(SIRLS) is dedicated to ensuring that ALL library and information science students will demonstrate an understanding of the importance of diversity through a curriculum that fully embeds diversity and multicultural perspectives in core and elective courses, as well as extra-curricular opportunities.

Eligible applicants for Cohort 9 must:

*Be accepted to the SIRLS graduate school program

*Be able to clearly demonstrate, through a written essay: Reasons for wanting to be a library or information professional; knowledge of, experience with, and sensitivity to Native American and/or Hispanic populations; how KR will support career goals; and how libraries can better serve Hispanic and/or Native American communities.

*Be willing and able to take the face-to-face course IRLS 550 “Information Environments from Hispanic and Native American Perspectives” during for the Fall 2010 semester

*Be willing and able to accept a graduate assistantship with one of our host libraries/partners in Tucson

Since its inception, Knowledge River has become the foremost graduate program for training librarians and information specialists with a focus on Hispanic and Native American cultural issues. To date, over 100 scholars have graduated from this program.
This was and still is a nationally unprecedented milestone that can be attributed to the outstanding support that students are provided with.

Knowledge River has served as a catalyst for increasing awareness of diversity in the school, which now requires all students to enroll in courses designed to integrate cultural and ethnic perspectives throughout LIS curriculum and instruction. Knowledge River is funded primarily through a grant from the Institute of Museum and Library Services.

OCLC has announced the expansion and increased support of the OCLC Minority Librarian Fellowship program designed to provide a unique opportunity for aspiring library professionals from historically under-represented groups.

OCLC’s Minority Librarian Fellowship offers an opportunity unlike any other. As the world’s leading library cooperative, OCLC offers global exposure through its enterprise-wide product portfolios and operations. OCLC Minority Librarian Fellows will spend time in an assigned host unit, such as Metadata Contract Services or Question Point, working on content-specific projects such as cataloging or cooperative reference services. In addition, the Minority Librarian Fellows will spend time in the Global and Regional Councils division, with an orientation to OCLC and the OCLC member community, participation in OCLC governance meetings, and opportunities for shared learning experiences with many library and information professionals. Description of the fellowships

In 2010, there will be two fellowships with different assignments.

Cataloging and Metadata Services

The Cataloging fellow will participate in several Metadata services, including cataloging for client libraries with emphasis on non-English materials, assistance in the selection and cataloging of materials for language sets, quality control work for WorldCat, and CIP upgrades. The opportunity to work with and create NACO authority records, along with exposure to a book vendor warehouse operation is included. This fellow will spend 3-4 months each in Metadata Contract Services, Quality Control, and the Cataloging in Publication Upgrade. (The fellow will spend 8-9 months in Dublin, OH and 3-4 months in Blackwood, NJ.)

Specific requirements:
Strong interest in specializing in cataloging/technical services
Fluent reading skills in a language other than English
Some familiarity with MARC, AACR2, Dewey decimal classification or Library of Congress Classification, Library of Congress subject headings (course work would be acceptable).
Good communication skills
Flexibility
Self-directed

Question Point—Cooperative reference service

The Question Point fellow will have a unique opportunity to help develop an intern/practicum program for MLIS students geared towards virtual reference. The fellow will make contact with MLIS schools in the U.S. and Canada and work with designated faculty or staff to outline areas of possible interest, research, and work within the Question Point platform, cooperative, and databases. The fellow will have a significant role in launching the program and overseeing MLIS interns during the fellowship year.

Specific requirements:
Strong interest, with significant MLIS coursework or experience, in library reference services
Strong interest, with significant MLIS coursework or experience, in virtual reference
Some experience at a reference desk or other public services desk is highly desirable
Good communication skills
Flexibility
Self-directed

Salary and Benefits
· Salary will be very competitive and commensurate with experience and applicable market compensation
· The Fellows will be eligible for health & welfare benefits such as is provided to other similarly situated term-limited employees
· Relocation Assistance will be offered in the form of a lump sum distributed in two installments (50% at signing of offer and 50% after 90 days). The amount of the lump sum will be determined by the distance required for relocation during the term of the fellowship
Eligibility

· ALA-accredited MLS/MLIS or other graduate degree in technology with a special emphasis in libraries or other cultural heritage institutions (granted by January 2010)
· Have less than three years’ post graduate work experience
· Demonstrated awareness and sensitivity in issues of inclusion/diversity: strong awareness of other cultures and viewpoints, appreciation for the benefits of diversity in the workplace and library community, behavior which demonstrates the ability to work with people at all levels and from different backgrounds
· Strong organizational skills which include the ability to organize work plans and processes toward a targeted outcome
· Exceptional communication skills – written, oral, small group presentation
· Selected individual must represent historically underrepresented groups (i.e., defined in a manner consistent with the 2007 EEO-1 reporting classifications)

Recipients of prestigious Pura Belpré Medal accept awards, sign winning books

CHICAGO – Hundreds will gather for an event that celebrates the most influential Latino authors and illustrators of children’s literature. The Pura Belpré Celebración will serve as a national backdrop for the presentation of the coveted Pura Belpré Medal, an award that recognizes Latino authors and illustrators of children’s literature. The event will take place from 1:30 – 3:30 p.m. on Sunday, July 12, 2009 at the Hilton Chicago Hotel, Continental Ballroom A/B, and is one of the many American Library Association (ALA) Annual conference events taking place from July 9 – 15.

Given annually, the Pura Belpré Medal is awarded to a Latino writer and illustrator whose work best portrays, affirms, and celebrates the Latino cultural experience in an outstanding work of literature for children and youth. The award is known worldwide for the high quality it represents, and serves as a guideline for educators, parents and bookstores for the best of the best in Latino themed children’s literature.

The event will honor the following 2009 Belpré Medal winners and honorees:

Hello Everyone,

It's that time of year again, where we put a call out for NW REFORMA officer nominations for the 2010-2011 calendar year. Please consider running this year, as it's an excellent opportunity to develop leadership skills, and continue supporting a worthy organization.

If you decide to run, please submit a short bio to the listserv by Friday, June 5th. Below is a list of positions and duties according to our bylaws:

Article V - Officers

Section 1. The officers of this organization shall be the President, Vice President/President Elect, Secretary, and Treasurer.

Section 2. The terms of office shall be one year, beginning July 1. Officers may be reelected.

Section 3. All officers shall be democratically nominated and elected at the last Spring meeting , or by June 1 if vote is conducted by mail ballot. Officers will be elected by a voting majority of all active members.

Section 4. In case of a vacancy, the President shall have the power to appoint an active member to fill said vacancy.

Section 5. In the event of a vacancy in the office of the President, the Vice-President shall serve as President for the remainder of the term, and also serve as President during the following year.

Section 6. Duties of Officers:

Duties of the President:a. Shall call and preside over all meetings of the general membership.b. Shall be the official representative for the organization and shall provide leadership for all its activities, including midwinter, annual, and other reports as required by National REFORMA. c. Shall form special committees as needed and may also suggest members to serve on these committees.

Duties of the Vice President/President Elect:a. Shall assist in carrying out the duties of the President.b. Shall assume the duties of the President in the President's absence or incapacity.

Duties of the Secretary:a. Shall be in charge of the recording and preservation of all records, publications and history regarding the functions and activities of this organization.b. Shall take minutes for meetings of the general membership.c. Shall pass on all records to the succeeding officer who is elected to this position.

Duties of the Treasurer:a. Shall be responsible for handling all financial matters of the organization.b. Shall be responsible for keeping accurate and timely records regarding all income and disbursements.c. Shall prepare the necessary reports to the membership and the Internal Revenue Service.

CASA LATINA (Centro de Ayuda Solidaria a los Amigos) is a community-based organization located in Seattle, Washington that empowers Latino immigrants through educational and employment opportunities. Since 2006’s record-setting march on May Day, the situation for immigrants in the United States – documented and undocumented – has changed for the worse. Organizations like CASA LATINA in Seattle confront the immediate impact of anti-immigrant legislation and racist profiling and work to find local solutions even as we call for federal immigration reform.

Come learn about the current challenges immigrant workers in Seattle face and hear from three organizers from CASA Latina: Araceli Hernandez, Chris Benoit, and Arielle Rosenberg.
You will also have the opportunity to learn more about the Seattle University Anti-Sweatshop Committee as well as the Seattle University Living Wage Committee. Both Committees are campus-wide and both are committed to ensuring that Seattle University lives out an anti-labor exploitation mission.

I know we're all still mourning the demise of Criticas but hopefully other publications such as School Library Journal and Booklinks will step up and fill in the cavernous gap that's been left in the field of Spanish book reviews. ALA 2009 Diversity Research Grants,Call for Proposals

CALL FOR PROPOSALS
The American Library Association’s Office for Diversity is pleased to announce its 2009-2010 'Diversity Research Grants' Call for Proposals. Grant proposals should address one of the following three topics:

* Meeting Diversity Goals in the Context of Economic Challenges
* Librarianship in Multicultural/Multigenerational Community Building
* Libraries' Multicultural Involvement in Social Networking

The ALA Office for Diversity began sponsorship of the Diversity Research Grant program in 2002 to address critical gaps in diversity-related research within library and information science. The Diversity Research Grant consists of a one-time $2000 award for original research and a $500 travel grant to attend and present at ALA Annual Conference. Three grants are awarded each year, one per topic. The deadline for this year's Diversity Research Grant proposals is April 30th, 2009.

Submission Guidelines
Persons submitting a proposal must be a current member of the American Library Association. Individuals not presently a member of ALA but wishing to submit a proposal should visit the Membership Website for more information on the benefits of joining ALA. Membership ID numbers must accompany proposals. Only proposals demonstrating relevance to the year's designated research topics will be considered.

A complete proposal must include the following:
1. Cover letter with name, primary contact information, Research Grant topic under which the application should be considered, and ALA member ID of the researcher(s).
2. Concise abstract of the project (no more than 200 words).
3. Description of the project (of no more than 5 pages in length) detailing:
a. Justification and needs for the research project
b. Research objectives
c. Design, methodology and analysis of the project
d. Expected outcomes and benefits 4. Budgetary plan and timeline, including other sources of support sought for the project.
5. One-page vita for each of the researchers involved in the project.

Electronic submissions are preferred and should be submitted in a single Word document attachment, email electronic submissions to diversity@ala.org. Mailed submissions should be received by April 30th, 2009 and directed to:

Nuestras Raíces Film Festival 2009 Call for Submissions

The 6th Annual Nuestras Raíces Film Festival is currently accepting submissions for the short film contest portion of our annual program. The festival is an arm of the Nuestras Raíces Literary Arts Festival which celebrates Mexican American literature, arts and culture.

The film festival, which will take place on March 20 and 21, 2009, will consist of two programs. The first program will be a world premier of the full length feature film La Ultima Playa, a dramatic thriller by local filmmaker Edgar Ybarra. The second program will be a selection of short films followed by a feature film.

Best Short Film, to be selected by a judging panel, will win a small cash prize.

Preference will be given to films that satisfy the focus of the accompanying literary arts festival—celebrating Mexican American literature, arts, and culture. Films must be less than 30 minutes in length. Please send films, DVD format preferred, along with a filmmaker bio and other pertinent information to Maya Castillo, Santa Rosa Branch Library, 1075 S 10th Ave, Tucson, AZ 85701. POSTMARK DEADLINE IS FEBRUARY 14, 2009. Accepted submissions will be notified by early March. Films will not be returned unless accompanied by a self addressed, stamped envelope.

While Ken Gollersrud and I were the only ones at this meeting, we did manage to discuss a lot. The meeting was held at the Baja Bistro in Seattle, WA. (And by the look on Ken's face, this place had the best corn tortillas he'd ever tasted--Sorry, Ken, I just had to throw that in there.)

Treasurer's Report:

Ken informs that there is approximately $1500 in the NW REFORMA account.

Membership:

Membership dues are currently due. If dues aren't received by March, members will be removed from the National REFORMA listserv, so please get your dues in on time. Membership is calendar year, January-December.

2009 Elections:

A call for new officers will go out in March, 2009. New officers are expected to take office in June.

Communication:

José is still working with KCLS on having them host the NW REFORMA listserv. News so far has been positive. If we don't have an answer from KCLS by Mid-February, we will go a different route.

PLA 2010, Portland, OR

Ken informs that he still has not received a confirmation from the "Curandera" program presenter. He hopes to hear from her soon.

ACRL 2009, Seattle, WA

The Association of College and Research Libraries national conference will be held in Seattle, WA, March 12-15. The NW REFORMA Chapter will be formally extending an invitation to ACRL REFORMA members to a get together during the week of the conference. The location is yet to be determined. All NW REFORMA members are encouraged to attend.

2009 Goals

Our membership consists of many talented professionals who do great things to empower the Latino population throughout the year. That is why the NW REFORMA Chapter will be proposing the establishment of a forum in 2009 to offer information and education professionals the opportunity to come and hear what's being done in the NW with information and library services to Spanish-speakers. Members, please be on the lookout for an exploratory survey to come your way soon.

Sad News from Críticas Magazine

Dearest friends and colleagues:

It is with much sadness that I inform you that Reed Business Information has decided to shut down publication of Críticas after eight long and successful years. Unfortunately, this means that my time with the company has come to an end.

The publisher stated that ad support has greatly diminished, and given the current economic downtown, there was no sufficient foundation on which to continue with the publication of Críticas. Still, they remain optimistic, adding that they hope to somehow continue coverage of the U.S. Spanish-language book market through sister publications Library Journal, Publishers Weekly, and School Library Journal. Your feedback to the editorial staff of those publications could help to move things in the right direction.

I take this opportunity to thank you all for your encouragement, trust, and support during my time here. I have acquired a wealth of knowledge and have made what I hope will be long-lasting relationships. I walk away with much satisfaction in my efforts and achievements here, as well as with wonderful friendships. I trust our paths will surely cross in the near future as we continue to help grow and solidify the U.S. Spanish-language book market.

The City of Seattle is offering grants to Seattle organizations to support the growth of a technology-healthy community through the Bill Wright Technology Matching Fund. Grants of up to $20,000 are available from a total fund of $250,000.

The fund supports projects that reach technology underserved communities to address one or more of the following goals 1) to increase technology literacy and access; 2) to provide residents with access to computers, the Internet and other information technology; and 3) to increase residents' use of technology for community problem solving, civic engagement and community building.

IRS and Telemundo Will Host Tax Information Program for Spanish-Speaking Taxpayers

WASHINGTON — The Internal Revenue Service will join national TV network Telemundo in an informative tax program aimed at Spanish-speaking taxpayers on Sunday, Jan. 25. The one-hour program, "Los Impuestos y Usted" ("Taxes and You"), will air at:

3:00 p.m. Eastern, Central and Pacific Time
2:00 p.m. Mountain Time
Consult your local listings for exact times.

"Los Impuestos y Usted" will focus on a variety of tax issues, including topics such as who must file a tax return and who can claim deductions and benefits. In addition the program will highlight the Earned Income Tax Credit, which is a sometimes overlooked but valuable tax credit that can make taxpayers lives a little easier. Working families with incomes under $41,646 could receive larger refunds if they qualify for the EITC.
The program also will explain Free File, a service that allows many taxpayers to file their taxes online at no cost. The show will also discuss other kinds of free assistance available from the IRS.
Mónica Noguera, host for many of Telemundo's special programs, will present the IRS program, which features in-studio interviews with IRS tax experts.

Hello everyone,

What a year it's been! From the economy to the historic changes taking place in the White House, it certainly has been an interesting and challenging year. And what about all that snow? One for the record book!

In REFORMA news, many of our NW REFORMISTAS continue to be actively involved with the organization and are making a difference at the national level. Locally, we continue to do our best to provide for the information needs of the Spanish-speaking, and with the help of our very own Ken Gollersrud, we're also looking to sponsor some great programs at the PLA Conference in Portland, OR in 2010.

With that in mind, I'd like to hear from our membership with any other local success stories. Did you put on a Día de los Niños program? Any local talent we should know about? Or what about that great resource? Tell us about it.

REFORMA National Conference III

The El Paso Chapter of REFORMA will be hosting the third REFORMA National Conference in El Paso, Texas from September 18 – 21st. The theme of this year’s conference is “Bridging the Gaps – Juntos @ the Border”. The theme is very appropriate given the location of the conference. The population along the El Paso/Cuidad Juarez border nears two million. The majority of who are Hispanic, Spanish speaking individuals coming from diverse backgrounds. Providing pertinent library service to this population offers many challenges.
The conference promises to be an eye-opening dynamic affair, sure to provide a dialog on many issues facing REFORMA members in the years to come.

Along with the conference, El Paso offers many opportunities for social enrichment. El Paso has Missions, museums, galleries, a zoo, a casino and many other fun things to do. Our restaurants offer a cornucopia of multicultural experiences. The local arrangements committee has planned several events showcasing our lovely city and providing a wealth of entertainment including tours of local libraries, the Missions and Cuidad Juarez.

Library Development Services of the Oregon State Library, in partnership with WebJunction, Deschutes Public Library, Eugene Public Library, and Washington County Cooperative Library Service, with funding from the Bill and Melinda Gates Foundation is pleased to offer library staff in Oregon the opportunity to attend a one-day training session on outreach to Spanish speakers, especially as it relates to computer and technology access.

We will be offering the training in nine locations and the first three will take place in November and early December. Registration for those three trainings is open now and registration is limited. Response to American Libraries cover article

There has been a lot of discussion on the REFORMA listserv this past week related to the cover article from the most recent American Libraries. I believe it's the Nov 07 issue.

There are two articles debating whether libraries should have collections in Spanish. Many Reformistas are up in arms about the "con" article. A lot of that has to do with misrepresentation of facts.

I realize many of you are not members of REFORMA and don't have access to the listserv, so I wanted to share a letter to the editor of AL that REFORMA President, Mario Ascencio, wrote. It's posted on his website here:

Ballet Folklorico de Woodburn
The Ballet is made up primarily of teenagers of Mexican heritage from Woodburn. They perform a variety of regional Mexican dances in authentic costumes.

Antonio Centurion
Paraguayan harp music and traditional Latin American songs. He also performs with a five-member pan-Latin group, Grupo Kultura.

Rocio Espinoza Cotero
Rocio Espinoza Cotero started dancing with her grandfather at the age of eight in the city of Cuernavaca, Mexico. Her grandfather passed on to Rocio his knowledge of pre-Hispanic dances and ceremonies. She continued her study of traditional Mexican folk dances by attending two professional schools of dance. During her 15 years as a dancer, she performed throughout Mexico. Since moving to Oregon she has been teaching folklorico and pre-Hispanic dance at Centro Cultural in Cornelius.

Maria Escobar
Maria Escobar was born in Chaletanango, El Salvador where she learned to make paper Mache masks and corn husks (Tulsa) and eggshell decorative flowers from the Indigenous community. She also makes traditional decorative flowers out of paper crepei and she cooks many traditional El Salvadorean dishes such as pupusas and tamales. She can teach workshops in masks, traditional flowers and give cooking demonstrations.

Salomón and Mercedes Falcón
Salomón Falcón is from Jalisco, Mexico where he learned the traditional Huichol-style dance performed during the feast day celebrations of the Virgin of Guadalupe. He and his wife, Mercedes, currently direct a youth dance group in Independence, OR that had its first public performance in December 2001. Mercedes also knows various folklórico dances and is available to teach dance workshops.

Rafaela Gillette
Rafaela trained under a master Flamenco dancer/singer in Spain. She started at a very young age and performed with professional groups throughout Spain. Rafaela has taught students, old and young, in community settings in the Portland metropolitan area.

Roberto Gonzales
Roberto Gonzales was born into an artistic family in Havana, Cuba where as a child he learned to play the tres, the mandolin and the guitar. Roberto sings the traditional Troba, and Nueva Troba. He also composes and sings his own songs.

Grupo Kultura
Grupo Kultura presents a rich variety of rhythms from Argentina, Bolivia, Chile, Peru, Venezuela, Colombia, Mexico and Paraguay on original instruments, including charango, uena, zampoñas, bombo leguero, tiple, cuatro and the Paraguayan harp.

Rigoberto Hernandez and Flor y Canto
Rigoberto Hernandez was born in Corupo, Mexico where he started learning Aztec dances and rituals as a children from his grandfather. As a college student he renewed his interest and commitment to Aztec traditions by studying with individuals in Mexico City. Hernandez directs Flor y Canto, a dance and Aztec culture group that teaches the arts and philosophy of pre-Columbian, indigenous Mexico. Hernandez and Flor y Canto are available for performances, workshops and residencies of Aztec dance.

Cecilia Larson
Cecilia Larson was born in Guayaquil, Ecuador. Her love for music comes from her maternal grandmother who was very involved with the arts and taught children. Cecilia started teaching her nephews and nieces and composing her own lyrics. She can teach Ecuadorian children songs adapted to a modern sensitivity. She lives in Portland and is available evenings and weekends. She also performs interactive theater and songs with Alfredo Muro and other local artists.

Estella Lerma y Alberto Gonzalez
Estella Lerma, born in Laredo, Texas of Mexican heritage, has lived in Portland since childhood. As a young adult she learned to play guitar and sing songs of her Mexican background. Alberto Gonzales was born in Tepic, Mexico. He grew up singing folk songs and playing the traditional instruments of the region. Both sides of his family were musical so he had plenty of relatives around always playing music. Together, Estella and Alberto sing duets of the traditional boleros, rancheras, and folk songs from many regions of Mexco. They accompany themselves on a variety of traditional instruments: the requinto, bijuela, guitarrón and mandolin. They also offer programs for schools and individual classrooms.

Los Palmeros
This seven-piece group plays typical mariachi instruments including several types of guitars, violin and trumpets. They perform in a variety of venues including outdoor festivals and street fairs as well as indoors. The group is very popular with Mexican communities in the greater Portland area.

Armando Olveda
Armando Olveda was born in San Luís Potosí, Mexico. He learned to make tradiational paper mache masks, alibrijes (magical animals), figures (women holding baskets, old men walking), and skulls from his community. Olveda is a contemporary artist as well and can conduct workshops.

Antonio Ramos
Antonio Ramos, of the indigenous, Pur'hepecha culture, grew up in the rich Purembe culture around Paztcuaro Lake in Michoacan, Mexico where he learned traditional wood carving skills from his family. He makes furniture, woodcarvings and wood toys, such as sun, moon, flower, trompo, balero, pirinolas. Antonio also uses traditional colors and designs to paint on wood.

Leticia Ramos
Leticia Ramos was born in Guanajo in Michoacán, Mexico, a region known for its indigenous Pur'hepecha culture. As a child, Ramos learn many traditional arts and crafts from her mother. She learned to weave and embroider, as well as to make festive piñatas and paper flowers. Her mother also taught her to cook traditional dishes such as pan de muertos, pan rancheros, tamales, empanadas, mole and posole. Ramos can do workshops and demonstrations of various traditional arts.

Lolo (Jesus) Rivas
Lolo (Jesus) Rivas was born in El Bulgarcito de America in El Salvador where he learned to play the guitar from his father and his family who were musicians. He plays the comarcita, contrabajo, guitarron, binuela, the Venezuelan cuatro, the Jarana veracruzana, and the Bajo electrico. He composes music and now lives in Portland.

Neftali Rivera
Neftali Rivera is from Ponce, Puerto Rico, where his father taught him to play traditional plena music, a form similar to country music. Mr. Rivera has played for over 25 years and has a group called Grupo Boriken. The group's members are from the Caribbean island and hold a genuine love for this tropical music.

Chapter Constitution & Bylaws

Article I - Name
This organization shall be called REFORMA NW Chapter of REFORMA.

Article II - Purpose
The objective of the Chapter will be the same as that of its parent organization, REFORMA, the National Association to Promote Library and Information Services to Latinos and the Spanish-Speaking. The main purpose of this chapter shall be to promote advancement, growth, improvement and implementation of library and information services to the Spanish speaking and Latino population of the Pacific Northwest.

Article III - Nonprofit Status
This Chapter is organized exclusively for charitable, educational, religious or scientific purposes, within the meaning of section 501(c) (3) of the Internal Revenue code (or corresponding section of any future Federal tax code).

Article IV - Membership
Any person who is supportive of the goals and objectives of this organization may become an active and voting member by attending the regular meetings, becoming active in the work of the organization and paying membership dues. Annual membership rates apply per calendar year and are renewable in January.

The dues are set by the national REFORMA organization, and may be changed by a vote of the nationwide membership. If changed, the new dues shall go into effect on January 1st of the succeeding calendar year. One-third of the total chapter dues shall support National REFORMA activities.

Article V - Officers
Section 1. The officers of this organization shall be the President, Vice President/President Elect, Secretary, and Treasurer.

Section 2. The terms of office shall be one year, beginning July 1. Officers may be reelected.

Section 3. All officers shall be democratically nominated and elected at the last Spring meeting , or by June 1 if vote is conducted by mail ballot. Officers will be elected by a voting majority of all active members.

Section 4. In case of a vacancy, the President shall have the power to appoint an active member to fill said vacancy.

Section 5. In the event of a vacancy in the office of the President, the Vice-President shall serve as President for the remainder of the term, and also serve as President during the following year.

Section 6. Duties of Officers:
Duties of the President:
a. Shall call and preside over all meetings of the general membership.
b. Shall be the official representative for the organization and shall provide leadership for all its activities, including midwinter, annual, and other reports as required by National REFORMA. c. Shall form special committees as needed and may also suggest members to serve on these committees.
Duties of the Vice President/President Elect:
a. Shall assist in carrying out the duties of the President.
b. Shall assume the duties of the President in the President's absence or incapacity.
Duties of the Secretary:
a. Shall be in charge of the recording and preservation of all records, publications and history regarding the functions and activities of this organization.
b. Shall take minutes for meetings of the general membership.
c. Shall pass on all records to the succeeding officer who is elected to this position.
Duties of the Treasurer:
a. Shall be responsible for handling all financial matters of the organization.
b. Shall be responsible for keeping accurate and timely records regarding all income and disbursements.
c. Shall prepare the necessary reports to the membership and the Internal Revenue Service.

Article VI - Meetings
Section 1. Regular meetings shall be held quarterly and as deemed necessary..

Section 2. All members shall be notified of upcoming meetings by written notice or by e-mail at least two weeks prior to such meetings. .

Section 3. The President shall be empowered to call special meetings by written notice, by telephone, or by e-mail at least one week prior to such meetings..

Article VII - Committees
Section 1. Standing Committees. These committees shall be established by a majority vote of all members present at any regular meeting. The duties, powers, and number of participants of such committees shall be set by the membership. The President may appoint members to serve on standing committees. .

Section 2. Special Committees. The President shall be empowered to establish special temporary committees or workteams to fulfill a special need. The President may appoint members to serve on special committees. .

Section 3. Terms of Office. Members on standing committees shall serve for one year. Members on special committees shall serve until the objectives of the committee have been met, but no longer than two years. .

Article VIII - Quorum
Section 1. Decisions requiring a vote by the membership shall be conducted by mail or e-mail ballot if a quorum is not present at a regular or special meeting. A quorum shall be based on 60 percent of the average attendance of active members present at the two previous meetings. .

Section 2. Elections and amendments to the Bylaws shall be conducted by mail or e-mail if a quorum is not present at a regular or special meeting. A quorum shall be based on 60 percent of the average attendance of active members present at the two previous meetings. .

Article IX - Affiliations
The active membership of this organization may by a majority vote to affiliate itself with other local organizations. .

Article X - Amendment to Bylaws
Section 1. All members shall be informed in writing of all proposed amendments to the bylaws at least two weeks prior to the meeting in which such changes will be brought up for consideration. .

Section 2. All amendments to the bylaws shall require a vote by mail or e-mail if a quorum is not present at a regular or special meeting. A quorum shall be based on 60 percent of the average attendance by active members at the two previous meetings. .

Article XI - Earnings of the Organization
Section 1. No part of the net earnings of the organization shall inure to the benefit of, or be distributable to its members, trustees, directors, officers, or other private persons except that the organization shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of Section 501 (c) (3) purposes. .

Section 2. No substantial part of the activities of the organization shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the organization shall not participate in, or intervene in (including the publishing or distribution of statements) any political campaign on behalf of or in opposition to any candidate for public office. .

Section 3. Notwithstanding any other provision of these articles, the organization shall not carry on any other activities not permitted to be carried on: a. by an organization exempt from Federal income tax under Section 501 (c) (3) of the Internal Revenue Code (or corresponding section of any future federal tax code) or b. by an organization contributions to which are deductible under Section 170 (c) (2) of the Internal Revenue Code (or corresponding section of any future federal tax code).

Article XII - Dissolution
Section 1. In the event of the dissolution of the REFORMA NW Chapter of REFORMA, any assets remaining shall be first used for payment and discharge of any existing liabilities or obligations of the organization; second, for lawful provisions for the administration and disposition of any property held in trust by or for REFORMA; and third, for all other acts required to adjust and wind up its business and affairs. .

Section 2. Upon dissolution of this organization assets shall be distributed for one or more exempt purposes within the meaning of Section 501 (c) (3) of the Internal Revenue Code, i.e. charitable, educational, religious or scientific, or corresponding section of any future federal tax code, or shall be distributed to the Federal government, or to a state or local government for a public purpose. .

Section 3. Distribution of such remaining assets may include the national REFORMA organization, i.e. the REFORMA Scholarship program. .

Section 4. No member, individual, nor any organization shall have any right, title, or interest to any remaining assets of the organization. .

List Description
The "Biblio" listserv is for people working in Northwest libraries who want to share information about meeting the needs of our growing Latino/Hispanic population. For most of our libraries, the fastest growing segment of the Latino population is the recent immigrants from Mexico. In addition, most of our library employees are not bilingual and our libraries have limited Spanish-language collections and programming. This listserv is a way for us to ask questions and share our experiences as we gear up to serve our Spanish-language communities.

Our Mission Statement:
REFORMA is committed to improving the full spectrum of library and information services for the approximately 30 million Spanish-speaking and Latinos in the United States.

Established in 1971 as an affiliate of the American Library Association, the goals of National REFORMA and NW REFORMA include:
* Development of Spanish-language and Latino-oriented library collections and programming
* Recruitment of bilingual, multicultural library personnel
* Promotion of public awareness of libraries and librarianship among Latinos
* Advocacy on behalf of the information needs of the Latino community
* Liaison to other professional organizations (OLA/WLA for example)
